Nanjing Sino-German Institute of Digital Twin Smart Cities Co., Ltd. (IDTSC) was founded in September 2019. The company has an office area of over 1400 square meters in the Jiangbei New District of Nanjing, China. Located in the 2nd floor, 2A Fuying Building, No. 99, Tuanjie Road, The IDTSC is jointly sponsored by the Jiangbei New District Industrial Technology Research and Innovation Park (with the advantage of state-level new district and free trade zone) and Zhejiang Xin Zailing Technology Co., Ltd. Our company has a number of specialized equipments used in advanced artificial intelligence technology R&D and development software. We also possess 168 units (sets) R&D equipments with original value of 13.79 million RMB. There are adequate lab rooms and excellent working environment. The founding team of the company has extensive external industry cooperations and experiences of technology transfer of research results of collaborating research labs and universities. The company hosts various training and technical cooperation events where national and international experts and scientists from both the industry and academia exchange ideas, experiences and visions with the company's technical team and other staff.

Main research and development direction

Using digital twinning technology as the overarching enabler, we aim at developing urban governance and public service platforms which implements the notion of “sensing-connectivity-knowledge-application”, including 1) intelligent sensing technology and intelligent terminals, 2) Internet of Things access technology and data fusion system, 3) urban modeling techniques and dynamic cognitive system, and 4) urban integrated decision-making techniques and intelligent service platforms.

Specific research and development directions

1. Smart mobility, which includes 1) the supporting communication and computing platform (vehicular networks, Internet of Things, cloud computing, and edge computing), 2) the knowledge management and intelligent response mechanisms based on big data and artificial intelligence techniques. We focus on the development of core algorithms and enabling system architecture, in particular the optimization and tradeoff among storage, (edge) computing and networking (V2X, D2D, 5G/6G), ; and the collection, preprocessing, transmission, object/event detection and privacy preserving techniques of multi-source spatiotemporal data (e.g., infra, image and video). The application areas include smart travel, smart cities, public surveillance and beyond, such as:


(1) user experience, in-vehicle video recommendation, vehicle condition, road condition information collection analysis to assist self-driving based on user’s driving behavior analysis and road’s situation;


(2) Road planning and construction optimization, road condition-based multi-objective travel route optimization;


(3) Real-time monitoring, surveillance and early warning, traffic scheduling and coordination, decision-making and command of public transport such as subway, airport, logistics and bus/tram.


2. Time Sensitive Networking. The goal is to deliver packets from one network end to the other end in the shortest possible time, allowing some packets to preempt others - even those that have already started sending data. By cleaning up lines (also known as time-aware shaping), we ensure that certain traffic can be sent at a specific time, guaranteeing bandwidth (also known as traffic reservations). Mainly used in the telecommunications industry mobile backhaul field, audio-visual broadcasting (AVB), automotive industry, industrial automation, and Internet of Things.

Main technical achievements

The IDTSC currently has 2 authorized patents and 20 patent authorizations have been granted. Main products are elevator intelligent management platform Wei Xiaobao systems and operation center urban brain systems of Jiangbei New Area Smart Cities.

Incubation enterprises

So far, the IDTSC has succeeded in incubating 2 enterprises, which includes a headquarter enterprise called Jiangsu Xin Zailing Intelligent Technology Co., Ltd. This enterprise focuses on developing elevator intelligent security management system based on elevator Internet of things, cloud computing, big data and artificial intelligence(AI) technology. Its non-contact call system, no-mask monitor, and temperature measurement functions in the elevator were selected to be the third intelligent identification products and solutions for epidemic prevention and control by Chinese National Artificial Intelligence Standardization General Group Secretariat. Another enterprise is Nanjing Yitian Big Data Services Co., Ltd., which mainly provides big data infrastructure technical services, including the collection, classification, and annotation of various images, videos and other data.

holds a Bachelor's degree from Sichuan University and is the President of Jiangsu Xin Zailing Intelligent Technology Co., Ltd, President of Nanjing Xianzhi Zailing Intelligent Technology Co., Ltd. (Nanjing Yunti), a Partner of Jinjing Fund in Shanghai, China, Co-founder of Yulun Yupei Charity.

Zhejiang Xin Zailing Technology Co Ltd is artificial intelligence and big data service company founded in 2007, with a focus on smart cities and intelligent management of in-door vehicle scenarios such as elevators and escalators. The aim is to make better user experience by improving elevator safety management capability and efficiency by digitalizing the usage scenarios of in-door vehicles and empowered by artificial intelligence. Organizational structure

The IDSTC sets up the board of directors, a supervisory board and a development committee. The actual operation management department is in charge of making the development directions of the institute and supervising its implementation. The IDTSC has the following departments, Human Administration, Finance, Key Lab, Basic Technology, Application Research and Development, Operating Customer Service, and Enterprise Management Department.
